The Osun State House of Assembly has passed the Osun State Local Government Accounts Administration Bill, 2025,an important legislative milestone aimed at boosting financial governance and transparency across the state’s 30 local governments and area councils.
The bill establishes clear regulations for the opening, management, and operation of local government accounts, in line with Section 7(1) of the 1999 Constitution (as amended), which empowers state assemblies to legislate on local government financial matters.
A central objective of the legislation is to enhance accountability, curb financial misuse, and enforce strict adherence to statutory fiscal procedures at the grassroots level.

Under the newly approved framework, only Directors of Finance and Directors of Administration and General Services will have signatory authority over all local government accounts.
The bill explicitly bars political office holders and their appointees from being signatories, a move widely regarded as a safeguard against undue political interference in local government finances.
Speaker of the House, Prince Adewale Egbedun, announced that a clean copy of the bill would be forwarded to the Governor for assent.
Once signed into law, the measure is expected to promote fiscal discipline, strengthen institutional integrity, and significantly improve service delivery across Osun’s grassroots administrations.
