The Oyo State House of Assembly has commenced a public hearing on the Post-Legislative Scrutiny of the Open Rearing and Grazing Regulation Law, 2019.
The session, organised in collaboration with the Westminster Foundation for Democracy, brought together key stakeholders, including representatives from the Ministry of Agriculture, the Oyo State Security Network Agency (Amotekun), the Oyo State Rule of Law Enforcement Authority, and the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN).
Speaker Adebo Ogundoyin, represented by Deputy Speaker Muhammed Fadeyi, described the adoption of post-legislative scrutiny as a significant milestone for the Assembly.

He assured participants that all submitted memoranda would be thoroughly reviewed and harmonised to guide the next steps.
Commissioner for Agriculture and Natural Resources, Olasunkanmi Olaleye, said the anti-grazing law remained a work in progress, noting that its framework continued to evolve based on real-time experiences and stakeholder feedback.

MACBAN, in its submission, called for wider education and sensitisation on the provisions of the law to ensure full understanding and compliance when enforcement intensifies.
