The Lagos State Government has announced plans to increase electricity supply to more than 3,000 megawatts (MW) by March 2027, from the current level of below 1,000MW, as part of efforts to improve power reliability and support a 24-hour economy. Governor Babajide Sanwo-Olu disclosed the target at the fourth Lagos Business School Africa Energy Conference 2026, held on October 11 at the Honeywell Auditorium, Lagos Business School, along the Lekki-Epe Expressway.

Represented by his deputy, Dr Kadri Obafemi Hamzat, the governor said the state was working to mobilise an additional 2,000MW through national grid resources, independent power projects, energy hubs, power barges, energy traders and embedded generation. He stressed that achieving the target would require coordinated improvements in electricity generation, transmission, distribution, gas supply and metering.

Sanwo-Olu outlined a seven-point action plan to strengthen the Lagos electricity market, expand generation capacity, improve distribution and transmission infrastructure, upgrade networks and metering, strengthen gas-to-power arrangements, and deploy information technology to improve market transparency and accountability.

The state is also working to upgrade substations and distribution feeders, expand metering coverage and establish clearer contractual obligations among electricity market operators and regulators to attract private investment. According to the state government, about 42,000 of the approximately 50,000 streetlights earmarked for solarisation have been completed, while solar projects have been completed in 175 public schools, with work ongoing in another 100.

The planned use of digital systems, including Supervisory Control and Data Acquisition (SCADA), Advanced Metering Infrastructure (AMI) and the Lagos Electricity Intelligence Platform, is expected to strengthen monitoring and improve service delivery.

The governor called on investors, financial institutions, energy operators and development partners to collaborate with the state in achieving its electricity targets, noting that reliable power was critical to industrial growth, job creation, business competitiveness and improved living standards. The announcement comes amid efforts to develop Lagos State’s intrastate electricity market and increase private-sector participation.

In May 2026, reports indicated that the Lagos State Electricity Regulatory Commission had approved 14 licences and permits covering areas such as off-grid generation, embedded generation, independent distribution, metering and interconnected mini-grids. The state government said its priority was to ensure disciplined implementation and measurable results as it works towards a more reliable and commercially sustainable electricity market.
