Reforms in Expatriate Quota Approvals
The statement highlighted that the Ministry had previously announced a review of the authority responsible for approving Expatriate Quota (EQ) and Citizenship applications. This was officially detailed in a circular issued on February 12, 2025.
As part of the reforms:
- All EQ approvals are now centralized under the Minister of Interior and the Permanent Secretary.
- This marks a significant departure from the previous system, where Directors were responsible for granting approvals.
- The move is aimed at eliminating potential misuse and irregularities in the process.
The Ministry emphasized that these changes align with its dedication to improving transparency, accountability, and operational efficiency in the handling of expatriate quota applications.
Stakeholder Engagement and Policy Review
As part of ongoing efforts to reform the expatriate quota system, the Minister of Interior, Hon. Olubunmi Tunji-Ojo, along with senior officials and the Comptroller General of the Nigeria Immigration Service, held a strategic meeting with the Nigerian Employers’ Consultative Association (NECA) in Lagos on March 4, 2025.
During the meeting, discussions focused on:
- Creating a business-friendly environment while protecting national interests.
- Addressing concerns raised by stakeholders on the current expatriate quota policy.
- Establishing a review committee comprising the Ministry of Interior, the Nigeria Immigration Service (NIS), and NECA to assess the policy and recommend necessary improvements.
Government’s Commitment to Transparency
The Minister of Interior assured Nigerians that the federal government remains committed to ensuring that expatriate quota administration is:
✅ Fair
✅ Transparent
✅ In the best interests of Nigerian workers and businesses
Furthermore, the Ministry reiterated its willingness to collaborate with stakeholders in addressing concerns and improving policies and procedures for the overall growth and development of the country.
Conclusion
With these policy reforms and stakeholder engagements, the Federal Government aims to enhance efficiency, accountability, and national interest protection in expatriate quota management. As the review committee progresses, Nigerians and industry players will be watching closely to see how these reforms impact job creation, foreign investment, and economic growth.
