In a statement published on its official website, Manchester City described the Commission’s opinion as unsafe and alleged that it contained “clear material errors, of law, principle and fact.” The club maintained that it remains innocent of the allegations brought against it by the Premier League.

Manchester City said a substantial body of evidence supports its defence and expressed confidence in its position as the disciplinary process continues. The club also said it remained committed to due process but was limited in what it could publicly disclose while the case remains ongoing.

The appeal follows an independent Commission’s findings that Manchester City breached Premier League financial rules during the period covering the 2009–10 to 2017–18 seasons. The Commission also upheld most of the charges relating to the club’s alleged failure to cooperate with the Premier League’s investigation.
According to the Commission’s findings, the club had used what it described as “sham contracts” with commercial partners in arrangements that allegedly disguised more than £830 million in funding. Manchester City has denied wrongdoing and is challenging the findings through the appeal process.
Meanwhile, former Manchester City manager Pep Guardiola has reaffirmed his support for the club. Guardiola, who left City after nearly a decade in charge, said in an Instagram post that he remained behind the club, its ownership, officials, players, staff and supporters.
“Let me be clear: we will get through this together. I love you all,” Guardiola wrote.
Guardiola joined Manchester City in 2016 and won six Premier League titles, including four consecutive league titles between 2020–21 and 2023–24. He also guided the club to the UEFA Champions League, three FA Cups and five League Cups.
City chairman Khaldoon Al Mubarak has also expressed confidence that the club can establish its position, while chief executive Ferran Soriano said evidence he considered significant had not been given sufficient weight by the Commission.
The latest appeal means the disciplinary process will continue, with the outcome of the appeal yet to be determined.
