MANCHESTER, England — An independent Commission has found Manchester City guilty of serious breaches of the Premier League’s financial rules covering a nine-season period, according to the Premier League. The Commission found that the club breached financial regulations between the 2009/10 and 2017/18 seasons, including allegations relating to the reporting of commercial revenues, club accounts
