MANCHESTER, England — An independent Commission has found Manchester City guilty of serious breaches of the Premier League’s financial rules covering a nine-season period, according to the Premier League.

The Commission found that the club breached financial regulations between the 2009/10 and 2017/18 seasons, including allegations relating to the reporting of commercial revenues, club accounts and spending limits.

According to the Premier League, the Commission found that Manchester City arranged or relied on what it described as “sham” contracts with several commercial partners. The agreements were found to have misrepresented the actual arrangements between the parties, allegedly inflating the club’s revenues and reducing its reported costs.

The Commission also found that Manchester City submitted misstated accounts and concealed the true state of its finances from auditors and football regulators. It further determined that the club was significantly in breach of both Premier League and UEFA spending limits during the period under review.

The Commission also upheld three of four alleged breaches concerning Manchester City’s failure to cooperate with the Premier League’s investigation. The League said the findings related to the club’s duties of cooperation and utmost good faith during the investigation.

Manchester City has the right to appeal the Commission’s findings and has until Friday, October 2, 2026, to exercise that right. The Premier League Board said it wants the entire process, including any appeal and publication of relevant decisions, concluded as soon as possible.

The latest findings relate specifically to the historical period covered by the Commission’s investigation. Any sanctions arising from the findings would depend on the conclusion of the applicable appeal process and subsequent decisions.
