Budget documents indicate that the allocation is aimed at strengthening digital infrastructure, improving data management systems, enhancing cybersecurity, and supporting ongoing e-government initiatives across the affected MDAs. NIMC accounts for a significant portion of the planned spending as it continues efforts to expand and secure the national identity database.

Officials familiar with the budget said the proposed software purchases cover enterprise applications, database management systems, identity verification platforms, and maintenance of existing digital tools. However, the allocation has sparked concerns among transparency advocates, who are calling for clear justification, detailed procurement plans, and strict oversight to ensure value for money. Some analysts argue that without proper coordination, MDAs risk duplicating software solutions and inflating costs.
The software budget forms part of the broader 2026 capital expenditure proposals currently before the National Assembly, where lawmakers are expected to scrutinise the allocations amid rising fiscal pressures and competing national priorities.
