Speaker Egbedun Unveils Dual Legislative Push for Road Safety and Entrepreneurship in Osun

In a decisive legislative move aimed at bolstering both public safety and economic development, the Speaker of the Osun State House of Assembly, Hon. Adewale Egbedun, has announced the introduction of two pivotal bills: the Osun State Road and Vehicle Inspection Services Bill, 2024, and the Osun State Start-Up Bill, 2024. The announcement, made via his official X (formerly Twitter) handle on Tuesday, underscores the state’s legislative efforts to address urgent societal needs through innovative and forward-thinking governance.

Egbedun described the two bills as “crucial” to the socio-economic advancement of Osun State, emphasizing their potential to create safer roadways and a more dynamic business landscape. These proposals were formally introduced during a plenary session held on Monday, marking a significant step in what the Speaker termed a “progressive legislative agenda.”

Enhancing Road Safety Through Vehicle Inspection Standards

The Osun State Road and Vehicle Inspection Services Bill is designed to overhaul the state’s vehicle inspection framework, ensuring that all vehicles operating within Osun comply with updated safety standards. According to Speaker Egbedun, this measure is aimed at reducing traffic accidents and improving the overall safety of road users across the state.

“By strengthening inspection protocols, we are not only preserving lives but also promoting a culture of responsibility and compliance among motorists,” he stated.

Road safety has been a growing concern in many Nigerian states, where substandard vehicle conditions and lax enforcement of regulations have contributed to rising incidents of road traffic accidents. With this new bill, Osun State aims to set a precedent in proactive road safety legislation by enhancing the functions and reach of its Vehicle Inspection Services.

The bill will also include provisions for regular inspections, certification processes, penalties for non-compliance, and capacity building for road safety officers. Lawmakers hope this will reduce the frequency of preventable accidents and align the state’s transport safety policies with national and global standards.

Osun Start-Up Bill to Ignite Innovation and Youth Empowerment

Parallel to improving road safety, Egbedun is also focusing on economic revitalization through the Osun State Start-Up Bill, 2024. This legislation is crafted to cultivate a thriving start-up ecosystem, offering young entrepreneurs the legal, financial, and infrastructural support needed to launch and scale innovative businesses.

Egbedun highlighted that the bill is not just about economic growth, but also about social empowerment, particularly for the state’s vibrant youth population. “The Start-Up Bill is set to create a vibrant ecosystem for new businesses, driving innovation and job creation in Osun,” he affirmed.

The proposed law aims to establish a start-up council, innovation hubs, and funding mechanisms to support early-stage ventures. It is modeled after similar federal and state-level start-up frameworks that have seen success in tech-driven cities like Lagos and Abuja.

If passed into law, the bill will facilitate training programs, grants, tax incentives, and mentorship opportunities, making Osun State an attractive destination for innovators and investors alike. It also signals the government’s readiness to diversify its economy beyond agriculture and civil service, sectors traditionally dominant in the region.

A Call for Civic Engagement and Legislative Support

Speaker Egbedun concluded his announcement by encouraging active public participation as the bills advance through the legislative process. “As we move beyond the second reading of these bills, I encourage everyone to engage with us,” he said. “Together, we can build a safer and more prosperous Osun!”

The introduction of these bills reflects a broader vision for Osun State—one that values safety, innovation, and inclusive development. As stakeholders and citizens await further deliberations, there is cautious optimism that these legislative efforts will translate into tangible benefits on the ground.

Both bills are expected to undergo rigorous scrutiny and stakeholder engagement in the coming weeks, ensuring that they are robust, inclusive, and ready to meet the demands of modern governance.
