The Ministry has reassured citizens that no such directive exists and that Nigerian travelers remain welcome in the Kingdom of Saudi Arabia under existing travel protocols.

Foreign Affairs Minister Yusuf Tuggar issued the clarification through his special assistant on media and communications strategy, Alkasim Abdulkadir, on Monday. Tuggar’s statement directly addressed the widespread circulation of a memo falsely listing Nigeria, alongside countries such as Egypt, India, and Pakistan, as being barred from entry into Saudi Arabia.

No Entry Ban for Nigeria—Misleading Memo Debunked

Describing the viral document as “misleading and inaccurate,” Minister Tuggar emphasized that official channels, including the Saudi Tourism Centre, have denied any entry restrictions placed on Nigeria or other countries mentioned in the memo. According to him, there has been no new directive altering the existing travel arrangement between Nigeria and Saudi Arabia.

“The Saudi Tourism Centre confirmed no such directive exists,” Tuggar stated. “Current official travel guidelines only apply to the Hajj pilgrimage, not general travel into the Kingdom.”

He further explained that the only restriction currently in place affects a specific category of travelers—those holding tourist visas. These individuals will not be allowed to perform the annual Hajj or enter the holy city of Makkah during the Hajj period unless they possess a valid Hajj visa.

Travel Restriction Is Hajj-Specific, Not a General Entry Ban

Tuggar clarified that Saudi Arabia has implemented a standard seasonal policy applicable to all tourist visa holders, regardless of nationality. According to the policy, between April 29 and June 11, 2025—which corresponds to 01 Thul Quda to 14 Thul Hijjah 1446 AH in the Islamic calendar—tourist visa holders will not be permitted to remain in or enter Makkah. This restriction is designed to regulate the annual pilgrimage process, ensuring that only authorized pilgrims enter the holy city during the designated period.

During this time, the Hajj visa remains the only valid permit for individuals intending to participate in the pilgrimage. This measure, as explained by Saudi authorities, is primarily intended to manage the massive influx of pilgrims and safeguard the logistics and security of the event.

“This policy does not equate to a country-specific ban,” Tuggar reiterated. “It is a standard procedural measure applied every Hajj season to ensure the sanctity and smooth conduct of the pilgrimage.”

Urging Public to Rely on Verified Information

In light of the confusion caused by the false memo, the Minister urged Nigerians to be cautious about consuming and sharing unverified information, especially regarding international travel. He emphasized that spreading inaccurate reports can lead to unnecessary panic and interfere with personal and group travel arrangements.

“Sharing unverified information causes confusion and may affect travel arrangements,” Tuggar warned. “We encourage all travelers and stakeholders to confirm such matters through official channels.”

He advised that Nigerians planning to travel to Saudi Arabia—whether for religious, business, or tourism purposes—should consult official Saudi sources, the Nigerian Ministry of Foreign Affairs, or recognized diplomatic channels for the most accurate and up-to-date information.

Nigeria–Saudi Arabia Relations Remain Stable

The clarification comes amid a period of stable diplomatic relations between Nigeria and Saudi Arabia. Both countries continue to cooperate on religious tourism, trade, and bilateral development. Saudi Arabia remains one of the most popular international destinations for Nigerian Muslims, especially during the annual Hajj and Umrah pilgrimages.

With the Hajj season approaching, the Nigerian government has been working closely with Saudi authorities to ensure a smooth and well-coordinated pilgrimage experience for its citizens.
