President Bola Ahmed Tinubu has launched five flagship development programmes aimed at strengthening human capital, improving access to healthcare and education, reducing poverty and building economic resilience across Nigeria.
World Bank: 79% Of Nigerians Remain Poor Or Vulnerable Despite Economic Reforms
The programmes were unveiled on Thursday in Abuja during a presidential ceremony attended by senior government officials, development partners and stakeholders. President Tinubu was represented by the Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele.
Speaking at the event, Oyedele said the initiatives marked a significant milestone in the Federal Government’s commitment to improving the lives of Nigerians through strategic investments in people, communities and institutions.
He explained that the programmes align with the Renewed Hope Agenda and the National Development Plan 2026–2030, adding that they are designed to accelerate inclusive growth and strengthen service delivery nationwide.
The Five Flagship Programmes
The Federal Government identified the following as its flagship programmes:
1. HOPE-GOV (Human Capital Opportunities for Prosperity and Equity – Governance Programme) – designed to strengthen public financial management, governance and accountability in the delivery of public services.
2. HOPE-PHC (Human Capital Opportunities for Prosperity and Equity – Primary Healthcare Programme) – focused on expanding access to quality primary healthcare services and improving health outcomes across the country.
3. HOPE-EDU (Human Capital Opportunities for Prosperity and Equity – Education Programme) – aimed at improving learning outcomes, strengthening education systems and expanding access to quality education.
4. SOLID Programme – an initiative targeted at promoting inclusive economic growth, job creation and sustainable livelihoods through strategic investments in key sectors of the economy.
5. NG-CARES AF (Nigeria Community Action for Resilience and Economic Stimulus – Additional Financing) – designed to strengthen community resilience, support vulnerable households and expand social protection interventions.
Human Capital at the Centre of Development
Representing President Tinubu, Oyedele described the launch as a decisive step towards transforming Nigeria through sustained investment in human capital development.
He noted that the programmes would enhance access to essential services, empower communities, strengthen institutions and create opportunities for millions of Nigerians.
According to him, the Federal Government remains committed to ensuring that economic reforms translate into tangible improvements in citizens’ welfare through targeted investments in education, healthcare and social protection.
The programmes are backed by a partnership with the World Bank and form part of broader efforts to implement the National Development Plan 2026–2030 while advancing the administration’s Renewed Hope Agenda.
