New Refinery and Road Project to Boost Economic Growth in Ukwa
The Federal Government has approved the construction of a modular refinery in Abia State, a major step towards industrial growth and economic revitalization. The refinery, which will be developed by H.I.S. Refinery and Petrochemical Company Limited, will be located at the Abia Industrial and Innovation Park (AIIP) in Owaza, Ukwa West Local Government Area.
Governor Alex Otti made this announcement during the flag-off ceremony for the reconstruction of the 11.1-kilometer Obehie-Umudibia-Owaza road, which is expected to enhance access to the industrial park and surrounding communities.

“This project is not just about creating access to the towns and villages along this corridor. It is about reviving dormant economic assets, opening new horizons, and reigniting the dreams that once stirred the souls of our fathers,” Governor Otti stated.
Ukwa to No Longer Be Neglected – Gov. Otti
Governor Otti reassured the Ukwa people that their long-standing neglect by past administrations is over. He promised that the new refinery, road infrastructure, and other intervention projects would transform the region into a key economic hub.
“Today, we officially declare that the era of neglect of Ukwa and all the communities within the land is over. Ukwa shall no longer be a forgotten place.
Your land will yield forth its best fruits, and your barns shall never be empty again.
You will enjoy the riches of the environment, and the oil in your land shall bring you boundless prosperity,” Otti said.
He added that the state government will work closely with agencies such as the Abia State Oil Producing Areas Development Commission (ASOPADEC) and the Niger Delta Development Commission (NDDC) to ensure the development of the region.
Road Construction to Spur Economic Development
Flagging off the road project at St. Ann Secondary School, Obehie Asa, Governor Otti emphasized that the reconstruction of the Obehie-Umudibia-Owaza road is crucial for the success of the Abia Industrial and Innovation Park (AIIP).
The Commissioner for Works, Engr. Otumchere Oti, described the project as the gateway into Asa and the AIIP, stating that it will:
- Improve access to industrial zones and nearby communities.
- Create direct and indirect job opportunities for locals.
- Enhance trade and attract new businesses to the area.
The project is expected to be completed within 12 months and will open up the area for greater economic opportunities by increasing financial inflow and business activities.
Commitment to Electricity and Water Restoration
Governor Otti also responded to calls for restoring electricity and portable water in the region. He announced that power supply to Asa land would be restored before the end of the month.
“I direct the Commissioner for Power and Public Utilities, Mr. Ikechukwu Monday, to visit the area and determine what it will take to restore electricity,” he said.
Regarding water supply, the Governor reiterated his commitment to addressing the issue:
“We have already declared a state of emergency in the water sub-sector, and the problem of portable water will soon be resolved across the state.”
Leaders and Stakeholders Applaud Gov. Otti’s Efforts
The announcement and infrastructure projects were met with overwhelming support from community leaders and stakeholders.
Hon. Godwin Adiele, Member representing Ukwa-West State Constituency, alongside Commissioner for Environment Philemon Ogbonna and Mayor of Ukwa-West LGA, Pastor Dike Nwankwo, expressed gratitude for the Governor’s intervention in improving the region’s infrastructure.
Similarly, ASOPADEC General Manager, Venerable Joshua Onyeike, praised the Governor for empowering the commission to fulfill its mandate of providing essential services to oil-producing communities.
In their goodwill messages, former legislator Dame Victoria Akanwa and former Secretary to the State Government (SSG) Pastor Ralph Egbu commended Otti for his transformational leadership. They also called for further efforts to restore electricity and provide clean water to the region.
Opposition Leaders Declare Support for Gov. Otti
The event saw a major political shift, as key stakeholders from opposition parties in Ukwa land openly pledged their support for Governor Otti and his administration.
They acknowledged that the Governor’s performance has exceeded expectations and declared their decision to join the Labour Party (LP) in support of his vision.
