The Nigerian Communications Commission (NCC) has announced plans to deploy satellite technology to expand mobile network coverage to an estimated 23.3 million Nigerians who currently lack reliable access to terrestrial telecom infrastructure.

The initiative will leverage satellite-to-phone services, also known as direct-to-device (D2D) or direct-to-cell connectivity, which enable ordinary smartphones to connect directly to satellites for voice calls, text messaging, and data services—without the need for traditional cell towers.

According to the NCC, this approach is designed to bridge persistent coverage gaps in remote, rural, and hard-to-reach areas, where building and maintaining terrestrial base stations is either difficult or economically unviable. With satellite connectivity, users can remain connected even in locations far beyond the reach of conventional mobile networks.

The Commission noted that the move aligns with Nigeria’s broader digital inclusion and broadband expansion goals, ensuring that no community is left behind in the country’s digital transformation. By integrating satellite services with existing mobile networks, the NCC aims to improve access to emergency communications, digital services, e-government platforms, education, healthcare, and financial inclusion.

Industry experts say satellite-to-phone technology could be a game changer for Nigeria, particularly for communities affected by poor infrastructure, insecurity, or challenging terrain. The NCC is expected to work with mobile network operators, satellite service providers, and device manufacturers to roll out the service in phases, subject to regulatory approvals and technical readiness.

If successfully implemented, the initiative could significantly boost Nigeria’s mobile penetration rate and accelerate socio-economic development in underserved regions across the country.
