President Bola Tinubu has directed Nigeria’s defence, intelligence and security chiefs to produce a comprehensive national threat assessment and five-year strategic defence operations plan within 90 days.

The Secretary to the Government of the Federation (SGF), George Akume, disclosed this on Wednesday while inaugurating the Presidential Committee on National Threat Assessment and Five-Year Strategic Defence Operations Plan on behalf of the President.

The committee comprises the National Security Adviser, ministers of defence, service chiefs and heads of major security and intelligence agencies. Akume said the assignment was aimed at moving Nigeria’s security architecture from a largely reactive approach to one that anticipates threats, prioritises risks and deploys resources strategically.

He said the committee must establish a clear relationship between national threats, operational objectives, military capabilities, available resources and measurable outcomes.

“In simple terms, we must establish a clear path from threat to objective, from objective to capability, from capability to resource, and from resource to measurable outcome,” Akume said.

The SGF acknowledged recent successes recorded by the Armed Forces and other security agencies but stressed that Nigeria could no longer rely primarily on responding to threats after they had emerged.

He said the proposed documents would provide a shared national framework for short-, medium- and long-term security planning and would be submitted to President Tinubu for consideration and approval at the end of the 90-day period.
